In 1990 Congress enacted the Americans with Disabilities Act, which requires public accommodations and commercial facilities to comply to specific guidelines. In the case of decorative lighting fixtures the projection from the wall, in corridors, can measure no more than 4” from the wall. When the ADA compliant notation is indicated, that is stating that the fixture meets these specifications.
