A flush mounted fixture attaches directly to the ceiling. There is no space between the top of the fixture and the ceiling. A Semi-Flush mounted fixture has space between the top of the fixture and the ceiling. Generally there is some sort of stem or chains that extend from the ceiling to allow space between the fixture and the ceiling. Many times a semi-flush mounted fixture is used when space is limited.
